STATUTORY INTEGRITY

Institutional Governance & Democratic Oversight

As a recognized non-profit organization established under the French Association Law of 1901, JMF Centre-Val de Loire adheres to rigorous standards of democratic administration, fiduciary responsibility, and complete public accountability.

Statutory Transparency Notice: All membership fees and dues are fully reinvested in the association's public interest missions.

Democratic Institutional Architecture

The governing architecture of Association Régionale des Jeunesses Musicales de France en Région Centre dite Les JMF en Région Centre (RNA W284000012) is rooted in democratic participation and collective decision-making. In full compliance with our foundational statutes registered with the Prefecture of Eure-et-Loir, the sovereignty of the association belongs to its General Assembly of active members, which convenes annually to evaluate financial accounts, vote on activity reports, and elect members to the Administrative Council.

The Administrative Council is responsible for implementing strategic policy, overseeing educational curricula, safeguarding non-profit integrity, and ensuring that every public euro received serves the cultural welfare of youth across the Centre-Val de Loire region.

All board members serve in an honorary capacity without salary, compensation, or personal commercial gain. This commitment ensures that our leadership remains focused exclusively on public utility.

Our governance model guarantees that no individual, commercial firm, or private benefactor can exert proprietary influence over our programs. The leadership is refreshed through periodic democratic elections, fostering a dynamic equilibrium between seasoned institutional memory and fresh civic energy.

Ethical Commitments & Conflict of Interest Safeguards

To maintain public trust and preserve our eligibility as a public benefit organization (Organisme d'Intérêt Général), our association enforces strict internal governance protocols:

Statutory Disinterested Management

No member of the Administrative Council, nor any family relative within legal degrees of kinship, may hold a commercial contract with the association, receive executive commissions, or benefit financially from association contracts. Every board member signs an annual declaration of disinterested management filed in the Luisant archives.

Secular & Non-Discrimination Mandate

Our artistic repertoire and pedagogical interventions comply fully with French constitutional principles of secularism in public education (Charte de la Laïcité à l'École). Programs are chosen strictly on criteria of artistic excellence, historical relevance, and developmental appropriateness, without religious, commercial, or partisan proselytism.

Fair Cultural Labor Standards

We refuse precarious informal work practices. All professional musicians engaged for school ateliers and regional concert circuits are legally hired under standard French cultural employment mechanisms (GUSO / CCNEAC), ensuring comprehensive health coverage, retirement rights, and professional dignity.

Democratic Member Consultation

Every registered active member retains equal voting rights regardless of financial contribution. Quorum and majority thresholds for statutory amendments are rigorously enforced under our Internal Regulations (Règlement Intérieur) deposited at the Prefecture.

Auditing Procedures & Statutory Compliance

Our financial accounting adheres to the standard Chart of Accounts for French Non-Profit Associations (Plan Comptable Associatif - Règlement ANC n°2018-06). Our accounts are independently verified by a certified statutory auditor (Commissaire aux Comptes) prior to presentation at the Annual General Assembly.

All certified financial statements, auditor balance sheets, and moral reports are submitted systematically to the administrative services of the Prefecture of Eure-et-Loir in Chartres and published on the French official journals repository (Journal Officiel des Associations) whenever required by legal thresholds.

Our association also maintains an internal Ethics & Pedagogical Quality Committee. This body reviews all proposed artistic repertoires to ensure they respect statutory child safety standards, secular educational principles (laïcité), and non-discrimination mandates.

Statutory Internal Regulations (Règlement Intérieur) & Assembly Operations

The internal administrative operations of Association Régionale des Jeunesses Musicales de France en Région Centre are governed by formal Internal Regulations deposited alongside our foundational statutes at the Prefecture of Eure-et-Loir in Chartres:

Convocation Protocols & Democratic Agendas

The Annual General Assembly must be formally convoked by the Secretary General at least twenty-one (21) calendar days prior to the assembly date. The convocation notice is transmitted electronically and by postal dispatch to every registered active member, accompanied by the detailed moral report, provisional budgetary forecast, and statutory auditor balance sheet.

Quorum Mandates & Secret Ballot Voting

In accordance with Article 12 of our statutes, the Ordinary General Assembly can validly deliberate only if at least one-third (1/3) of registered members are present or represented by statutory proxy. Board member elections are conducted via mandatory secret ballot to ensure absolute democratic freedom of expression.

Grant Reconciliation & Conventions

For every public cultural grant received from the Conseil Régional, DRAC, or departmental councils exceeding legal thresholds, a formal multi-year objective convention (Convention Pluriannuelle d'Objectifs) is signed, mandating comprehensive certified accounting reconciliations deposited within six months of fiscal close.

Whistleblower & Ethical Inquiries

Any volunteer, employee, or school partner who identifies a potential deviation from our statutory non-profit rules or ethical child protection standards can submit a confidential disclosure directly to the Board's Independent Ethics Officer in Luisant for immediate formal investigation.

Multi-Year Objective Conventions (CPO) & Public Transparency Repository

To guarantee institutional stability and transparent public stewardship, JMF Centre-Val de Loire operates under formalized Multi-Year Objective Conventions (Conventions Pluriannuelles d'Objectifs) signed with the Regional Council of Centre-Val de Loire and the Ministry of Culture (DRAC). These agreements establish clear qualitative benchmarks, territorial coverage thresholds, and non-commercial performance indicators. All associated administrative resolutions, general assembly minutes, and prefectural receipts are archived systematically at our Luisant headquarters and remain available for public inspection upon formal written request by any regional citizen or educational partner.
